Official signing ceremony of the Local Content Plan Implementation Agreement between Sierra Leone Local Content Agency and Sierra Mineral Holdings I Limited

In a significant move to strengthen local participation in the mining sector, Sierra Mineral Holdings I Limited (SMHL) and the Sierra Leone Local Content Agency (SLLCA) on Wednesday October 8th, 2025, signed a Local Content Plan Implementation Agreement at the Agency’s Conference Hall in Freetown. 

General Manager of SMHL, Alexsey Panov, stated that by signing this Agreement the Company fulfilled the legislative requirement of the Local Content Agency. SMHL’s 2025–2027 Local Content Plan prioritizes Sierra Leonean suppliers, transparency, and sustainable economic growth. He affirmed unwavering commitment to implementing the Local Content Plan 2025 – 2027.

Mr. Alexsey Panov expressed his gratitude to the general manager of the Local Content Agency, Mr. Fodeba Daboh, for the guidance he provided to SMHL.

Human Resources Director, Zhanna Volosevich, underlined that 96% of SMHL’s workforce are Sierra Leoneans, where 75% are from the mining-affected communities. She stated that national economic is empowered through local participation. Along with elaborating Local content Plan SMHL is looking forward to strategic partnership and collaboration with SLLCA. HR Director assured that SMHL will further keep its commitment in complying with the Local Content laws of Sierra Leone.

Procurement Manager, Joseph Gbao, confirmed that SMHL’s priority is based on local Procurement. First consideration of the Procurement Department is always to ask local suppliers for goods and services. Mr.  Gbao ensured transparent procurement through tender processes in SMHL. He marked Supplier Development & Capacity Building by providing vendor training, mentorships, and alliances. 

Obtaining Certificate of Authorization to legally operate within the jurisdiction of Sierra Leone for submitting Sierra Leonean Content Plan as required by law and as per its provisions enshrined in section 40, subsection (1) of the Sierra Leonean Local Content act. 2016 is a significant achievement for Sierra Mineral Holdings I Limited.
